A message dated February 28, 2013, was read stating the Governor                                                                
signed the following bill and is transmitting the engrossed and enrolled                                                        
copies to the Lieutenant Governor's office for permanent filing:                                                                
                                                                                                                                
    HOUSE BILL NO. 80                                                                                                           
    "An Act relating to the regulation of wastewater discharge from                                                             
    commercial passenger vessels in state waters; and providing for an
